Ghana Gov’t Imposes Daily Fine on MultiChoice

Ghana’s Ministry of Communication, Digital Technology, and Innovation has begun imposing a statutory fine of GHC 10,000 per day on MultiChoice Ghana, operators of DSTV.

The penalty took effect on 15 August 2025 after the company missed the final deadline to provide detailed subscription pricing data.

The Ministry headed by Sam George Nartey says the request falls under the Electronic Communications Act (ECA), which empowers regulators to demand transparency from operators.

Why the Fine Was Issued

MultiChoice was instructed to submit a comprehensive breakdown of its subscription charges, including:

  • Price structure of DSTV bouquets
  • Tax components included in fees
  • Comparative rates from at least six African countries

Having missed the deadline of August 11, 2025, which was an extension of the original date set earlier in the year, officials claim they cannot properly assess the fairness and affordability of DSTV prices for Ghanaian consumers due to the missing data.

Minister Samuel Nartey George confirmed the sanction, stating:

According to the Ministry, regulatory enforcement is key to controlling what it believes are anti-consumer pricing practices prevalent in Ghana’s pay-TV market.

Next steps

Should MultiChoice fail to comply, the government has indicated that harsher measures will be taken:

If no price reduction framework is agreed by September 6 2025, DSTV’s operating license could be suspended.

Once pricing data is submitted, regulators will assess whether high charges stem from taxes, operational costs, or other factors.

Based on findings, the Ministry may push for adjustments to make subscription packages more affordable.

This regulatory move signals growing scrutiny of pricing in Ghana, echoing consumer complaints about rising DSTV fees in recent years.
